One kiosk, opening around the flights

The only SIM seller we hold a record of at Oulu Airport is an R-kioski. Its hours follow the flight schedule rather than fixed retail hours, which is normal for a regional airport and works in your favour on a scheduled arrival — and against you on a diverted or badly delayed one.

Queues are not an issue: five minutes at peak, two off-peak. A passport is required to register a Finnish prepaid SIM. Free wi-fi runs through the terminal.

That is the whole of what we hold about buying a SIM at OUL. We would rather say so than pad it out. If you want to know which brands the kiosk stocks, what its packages cost, or what time it locks up on a Sunday night, we do not have that and are not going to guess.

Most arrivals should not be buying anything

Finland is in the EU. If your phone is on a plan from any EU or EEA country, you roam in Finland at your domestic rates and the kiosk is irrelevant to you. Data roaming on, and that is the end of the decision.

For arrivals from outside the EU and EEA, an eSIM installed before departure is the more reliable route at an airport this size, precisely because the shop's hours are tied to a schedule that may not match the one you actually land on.

Buy for the north, not for Oulu

Oulu is a jumping-off point for travel further north into Lapland, and that is what should size your purchase. Oulu itself is a normal Finnish city and your phone will behave normally in it. The road north is where coverage thins, and where a topped-up plan is much harder to arrange.

Finland's ladder runs to 50 GB and the largest plan is the cheapest per gigabyte, at $0.72 against $4.00 on the smallest. For a few days in Oulu that difference is academic — 3 GB covers it. For a fortnight working north from here, the 20 GB or 50 GB tiers are the ones that make sense, and buying the right size once beats hunting for a top-up in Lapland.

A Finnish local SIM from an airport seller runs around $12 if you would rather have a physical card, and passport registration applies wherever you buy it.
