Albania eSIM and SIM cards: the coast is covered, the highlands are not

The mistake European travellers make here

Albania is not in the European Union, and EU roam-like-at-home rules do not extend to it. This catches out more people than any coverage issue on this page, because of how visitors arrive.

The Corfu to Sarandë ferry is a short hop between two countries with very different roaming status. So is the drive down from Montenegro, or across from North Macedonia. A Greek, Italian or German SIM that has cost nothing extra all week starts billing at roaming rates the moment it registers on an Albanian network — and unless your operator happens to bundle non-EU destinations, those rates are not competitive with anything below.

Check whether yours includes Albania specifically. Some do. Most do not. Then either buy a travel eSIM before you cross, or turn data roaming off and sort it out on arrival.

The coast and the highlands are two different countries

Albanian coverage divides cleanly, and it divides along the line most itineraries follow.

The cities and the coast are well served. Tirana, Durrës, Vlorë and Sarandë all have strong 4G, and the Riviera beach towns are well covered. If your trip is the coastal road, the beaches and a few days in the capital, connectivity is a solved problem and you should buy the cheapest plan that fits.

The Accursed Mountains and the remote highland areas have very limited coverage. That is the other half of Albanian tourism — the Theth to Valbona crossing, the highland villages, the roads that take four hours to cover sixty kilometres — and no plan you can buy improves it. Download offline maps, tell someone your route, and treat the phone as a camera between valleys.

The national average is around 35 Mbps, which is fine for everything a traveller does and, as always, a statement about the places with signal rather than the places without.

The network is not the decision here

Vodafone Albania has the widest coverage and the strongest 4G performance. ALBtelecom is competitive. Eagle Mobile is the budget option and no travel eSIM we track uses it.

No provider selling Albania will say which network you get. Airalo, Holafly, Nomad and Saily publish no host carrier here or in any other country, and the Vodafone Albania and ALBtelecom entries our data used to hold against them came from our own older records rather than from the sellers. Vodafone Albania is the best network in the country and you may well land on it; nobody promises it.

That is genuinely useful, because it means you can ignore the coverage question entirely and shop purely on price. Which is fortunate, because the pricing here is a mess.

A thin market, and it shows

Albania has four providers and twelve plans in total, and nothing above 10 GB. That matters more than it sounds.

In Austria, a 50 GB tier drags the per-gigabyte price down to 58 cents. In Albania the ladder stops at 10 GB, so the best rate available is $2.00 a gigabyte — the second most expensive of the eight countries we priced this month, behind only Morocco. The mechanism that makes data cheap elsewhere is simply absent.

Notice that Saily and Airalo are within one cent of each other at both 3 GB and 5 GB. That is not competition, it is matching. Choose between them on which app you would rather deal with, because on price there is nothing in it.

One provider is charging roughly double

Nomad sells two plans in Albania and both are far above the field.

Its 1 GB, seven-day plan lists at $9, where Saily charges $3.99 and Airalo $4.50 for the same shape — more than twice the price. Its 5 GB, 30-day plan lists at $25, against $12.99 and $13.00 from the other two — close to double again.

All three run on Vodafone Albania. There is no coverage difference being paid for. We cannot see a reason for the gap in the data we hold and we are not going to invent one, but the practical advice is straightforward: if Nomad is your habitual provider, Albania is the country to make an exception.

The unlimited plans are also unconvincing. Ten days at $36.90 breaks even against the $2.00 floor at around 18 GB inside ten days, which is a heavy tethering figure rather than a beach-holiday one. The 25-day plan at $68.90 needs 34 GB. Neither is likely.

The $8 counter in Tirana

A local prepaid SIM runs about $8 at the airport, with a passport or ID required for registration. That is the second cheapest local SIM in this month's comparison, behind Brazil's $6.

Do the arithmetic. With the eSIM floor at $2.00 a gigabyte, an $8 local SIM only has to include 4 GB to beat every travel plan on the board. That is a low bar in a market this expensive.

The honest caveat is the same one we give everywhere: we have a typical airport price, not a verified bundle. We do not know what $8 buys and we will not guess. But the gap is wide enough that if you are staying a fortnight, it is worth ten minutes with your passport at the counter rather than assuming the eSIM wins by default.

If you arrive at a land border rather than an airport, that option is less convenient, which is one more argument for having something live on your phone before you cross.

What to do before you cross

Buy something before you cross the border, whatever else you decide. Arriving in Sarandë with roaming switched off and no plan is how people end up paying tourist prices for the first hotel with WiFi.

For a week on the coast: the 3 GB, 30-day plan at $8.99 or $9.00. Either one. It covers maps, messaging and ferry timetables comfortably.

For a fortnight, or for anyone using a phone as a hotspot: buy the 10 GB plan at $20, or price the $8 local SIM properly on arrival at Tirana. Where the local option wins we would rather say so, and here it has a real chance.

Do not buy the most expensive listings — you are paying roughly double for the same network. Do not buy unlimited. And do not plan on having signal in the Accursed Mountains; that part is not a purchasing decision.
