Mobile data in Dubai: the calling rules matter more than the price

The decision here is not about coverage

Dubai is a dense, heavily built city with a mobile network to match, and we hold no record of coverage gaps anywhere a visitor goes — the Metro's Red and Green lines, Downtown, the malls, the Marina. What we do hold is a list of dates when the network is overwhelmed, which is a different problem, and one restriction that changes which product you should buy.

Start with the restriction, because everything else follows from it.

WhatsApp and FaceTime calling

It is widely reported that voice and video calls over WhatsApp, FaceTime and similar apps do not work on UAE mobile networks. Text messages, photos and voice notes go through normally. It is the calling function specifically that fails.

The local workaround is a UAE-licensed app — BOTIM and C'Me are the ones people are pointed to — which does work on local networks.

The other route travellers commonly describe is an international travel eSIM, on the reasoning that its data does not break out onto the local network in the ordinary way. We want to be careful here: this is widely reported traveller experience, not something we have tested, and none of the providers we list guarantees that any particular app will work in the UAE. If being able to phone home over WhatsApp is important to your trip, treat it as likely rather than certain, and install a backup app before you fly.

That caveat aside, it is the strongest argument for buying a travel eSIM for Dubai rather than picking up a local SIM at the airport.

What the plans cost

Airalo's UAE prices were read off its own site on 17 August 2026 — 17 plans, all confirmed. Every other UAE row we hold is indicative: pulled out of earlier text, never checked against a checkout page. The verified ladder, sold under the product name Burj Mobile:

Those are dearer than the figures this page carried until this week, which came from a generated corpus and were wrong at every size — the ten-gigabyte plan was published here at $18.70 against a real $27.00, and a 3 GB / 30-day plan we quoted at $9.50 turns out not to exist.

Nomad's ladder has since been read off its own site too, and it sits below Airalo at every size: 5 GB / 30 days at $11.00, 10 GB at $18.50 and 20 GB at $29.00, the last of those $1.45 a gigabyte and the cheapest rate in the Emirates. Nomad's verified 1 GB / 7 days at $4.00 is the cheapest single gigabyte we can price. Airalo's figures moved by as much as 44% when we read them, and when we did that for Airalo its prices moved by as much as 44%.

Two structural facts about this market. First, the metered ladder genuinely stops at 20 GB — there is no 50 GB tier of the kind sold across much of Europe — so $2.35 a gigabyte is the cheapest verified rate in the country. That is expensive: the median verified floor across the 94 countries we price is $0.98, and the UAE ranks 75th. Second, unlimited plans sit above the ladder and are priced by the day. Airalo's verified unlimited runs from $18.00 for three days to $102.50 for thirty. Holafly's seven UAE rows have been withdrawn — they described windows it does not sell in any of the 44 countries we have read. For a four-day city break with hotel and mall Wi-Fi everywhere, they are hard to justify.

One provider gap worth knowing: eSIM Go sells nothing for the UAE at all. Five providers cover the country — eSIMCard, Saily, Airalo, Nomad and Holafly. The full ladder is on our United Arab Emirates hub.

We also hold no local-SIM pricing for the UAE — not a high price, not a low one, nothing. So we cannot do the local-versus-eSIM comparison here that we do for most countries, and any page that gives you a confident Dubai airport SIM price is not getting it from data we would stand behind.

Host networks: read the small print

The UAE has two operators, and no seller here will tell you which one you get. The Etisalat name our data once carried against eSIMCard's smaller rows came from this site's own generated text and has been withdrawn with them. Airalo, Nomad, Saily and Holafly do not publish a host network for the UAE or anywhere — Burj Mobile is the name on Airalo's product page, not a carrier.

Since the calling restriction applies to the local networks generally, the practical upshot is the same whichever one you land on.

The dates that break the network

New Year's Eve is the big one. The Burj Khalifa fireworks pull more than two million people into Downtown, and network congestion there is severe. If you are going, agree a meeting point in advance and do not assume you can call or message from the crowd.

The Dubai Shopping Festival across December and January raises tourist volume citywide, and the Abu Dhabi Grand Prix in November puts extra traffic on Dubai's roads even though the race is an emirate away. Uber and Careem both operate here and both want a live connection at exactly those moments.
