Buying a SIM card at Dubai International (DXB)

What we actually know about the counters

Very little, and it is worth being blunt about it. Our dataset holds no local-SIM record for the UAE at all: no counter price, no starter-pack allowance, no validity, no terminal-level location, no opening hours, no registration rule we have confirmed.

The listing this page inherited says both UAE operators — du and Etisalat, now branded e& — sell SIM cards in DXB arrivals, that the peak wait runs about 15 minutes, and that du hands out a free tourist SIM. That listing came from the same generated text whose eSIM prices we have since found to be wrong at every size we checked, so treat all of it as unconfirmed. It may well be right. We have not checked it, and we are not going to dress it up as though we had.

What that means practically: if you are set on a physical SIM, plan for a queue of unknown length at a counter of unknown location, and expect to show your passport, which is the norm across the Gulf. Do not budget against any figure you read here or anywhere else that does not say where it came from.

The restriction that actually decides this

It is widely reported that voice and video calls over WhatsApp, FaceTime and similar apps do not work on UAE mobile networks. Messaging, photos and voice notes go through; it is the calling function specifically that fails. The local answer is a UAE-licensed calling app such as BOTIM or C'Me.

The reason travellers pre-install an international eSIM for the UAE is the belief that its data does not break out onto the local network in the usual way, so app calling keeps working. We need to be careful with that claim. It is widely reported traveller experience, not something we have tested, and no provider we list guarantees that any particular app will function in the UAE. Treat it as likely rather than certain, and install BOTIM before you fly as a backup either way.

That caveat aside, this is the strongest argument for arriving with an eSIM rather than looking for a counter at DXB — and it applies with special force if you are connecting rather than entering. A transit passenger with three hours and a family to call is not going to fix this airside.

What the plans cost

Airalo's 17 UAE plans were read off its own site on 17 August 2026 and Nomad's nine off its own on 17 August 2026. Saily's rows are indicative — extracted from earlier text, never checked at a checkout. The eSIMCard and Holafly rows we used to hold have been withdrawn.

All five rows are verified. Until this week this page printed the ten-gigabyte plan at $18.70 and called it the best mid-range value in the country; the real price is $27.00 and it is nothing of the sort.

Nomad's verified ladder sits lower at every size: 5 GB / 30 days at $11.00, 10 GB at $18.50 and 20 GB at $29.00, which is $1.45 a gigabyte and the cheapest rate in the country. Nomad's verified 1 GB / 7 days at $4.00 is the cheapest single gigabyte we can price.

Two things about this market are worth knowing before you assume it works like Europe. The metered ladder genuinely stops at 20 GB, so $2.35 a gigabyte is the cheapest verified rate here, against a median floor of $0.98 across the 94 countries we price. And unlimited plans sit above that ladder priced by the day: Airalo's verified unlimited runs $18.00 for three days to $102.50 for thirty. Holafly's seven UAE rows have been withdrawn — they described windows it does not sell in any of the 44 countries we have read. For a Dubai trip where the hotel, the mall and the Metro all have wi-fi, they are hard to justify.

One gap: eSIM Go sells nothing for the UAE. Five providers cover it — eSIMCard, Saily, Airalo, Nomad and Holafly.

Which network the eSIMs use

Airalo, Nomad, Saily and Holafly publish no host network for the UAE, or anywhere, and the Etisalat entries our data carried against Holafly's and eSIMCard's rows were ours rather than either seller's. eSIMCard does publish host carriers on its country pages, confirmed on its Japanese one, but we have not read its page for the Emirates and hold no network for it here.

So you cannot choose an eSIM on network grounds here, and you should not try. In practical terms it matters less in the UAE than it would in, say, northern Sweden — Dubai is densely covered and we hold no record of coverage gaps anywhere a visitor goes.

The verdict

Install before you fly. The app-calling situation is the real issue and a counter SIM does not solve it, and everything we would otherwise tell you about the DXB counters is unverified. If your phone cannot take an eSIM, buying on arrival is a perfectly normal way to get connected — bring your passport and expect to make calls through BOTIM.
