Buying a SIM card at Zagreb Franjo Tuđman Airport (ZAG)

Three operators, which is unusual

All three of Croatia's main operators sell in the arrivals hall at Zagreb Franjo Tuđman: Hrvatski Telekom, A1 Hrvatska and Telemach. Coastal Croatian airports typically have two. Three sellers in one hall means the prices are competitive rather than captive, and our record describes them as reasonable.

The queue matches. Ten minutes at peak, three minutes off-peak — and unlike Split and Dubrovnik, our record attaches no summer spike to those figures. Zagreb's traffic is not built on a two-month beach season, and the counter behaves the same way in February as in August as far as we can tell.

A passport is required to register a Croatian prepaid SIM. That is national law, not a ZAG rule, and it applies at all three counters.

So should you use them?

Only if you actually need a SIM. Croatia is in the EU, and a home plan from any EU or EEA country roams here at domestic rates. If that describes you, the three counters are irrelevant and you should walk past all of them.

If it does not — arriving from outside Europe, or on a UK plan that dropped EU roaming — then ZAG is the rare airport where we would not tell you the counter is a mistake. Ten minutes is a short wait, three operators competing keeps the price honest, and a physical SIM at around $11 from an airport counter is fair value against what most European airports charge.

The reason we would still install an eSIM first is timing, not money. An eSIM is live the moment your phone finds a network, which matters if someone is meeting you or a car hire booking needs confirming. Ten minutes of queue plus registration paperwork is ten minutes you spend not doing that.

The numbers on both sides

Croatia's plan ladder runs to 50 GB, and the top rung is the cheapest rung. Airalo's 50 GB over 30 days at $35 is $0.70 a gigabyte, verified on Airalo's own site on 13 August 2026 — against $4.00 a gigabyte at the 1 GB end. Anyone deciding that Croatian data is expensive on the basis of the small plans has not read far enough down.

For a two-night business trip through Zagreb, that ladder is beside the point: 1 GB or 3 GB covers it, and the absolute cost is a few dollars either way.

What we do not hold about ZAG

We have no opening hours for any of the three counters, no note of where in arrivals they stand, and no breakdown of what the operators' tourist bundles include. "Reasonable prices" is what our record says; we do not hold the prices themselves, so treat the $11 figure as a Croatian airport average rather than a ZAG quote.

On host networks we hold less than the table might suggest. Airalo does not publish which Croatian operator its Croatia plans roam onto — "Cronet" at checkout is Airalo's own product name. Saily and Nomad publish no host network either. Holafly names nothing in its own listing either — the HT, A1 and Telemach trio this page used to carry came from our own data rather than from the seller, so there is no network claim here to decide your purchase.
