What is in arrivals

Two operators sell SIMs in the arrivals hall at Dubrovnik Airport: HT and A1. That is more choice than a lot of regional European airports offer, and it means the counter route is genuinely available here rather than theoretical.

The queue is the catch. Fifteen minutes at peak, five off-peak, and peak at DBV means July and August — the two months when almost everyone reading this is flying in. Registration needs a passport, which is a Croatian national rule rather than an airport one, so factor in the form-filling as well as the wait.

Free wi-fi runs throughout the terminal, so you can check what you actually need before committing to a line.

Check this before you join the queue

Croatia is in the European Union. If your phone is on a plan from any EU or EEA country, you roam here at your domestic rates and you should buy nothing — not at the counter, not online.

That is not a footnote. On a summer afternoon at DBV a large share of arrivals are on EU home plans, standing in a fifteen-minute queue to buy data they are already carrying. Turn data roaming on before you leave the aircraft and the entire question disappears.

The people who do need to decide are arrivals from outside the EU and EEA, and from UK plans that dropped EU roaming. For them the counter is a real option — just not usually the best one.

Counter versus installed-before-you-fly

A Croatian local SIM at an airport counter runs about $11. That is cheap by European airport standards and not the extortionate markup you find at some airports. The case against it is the fifteen minutes and the passport scan, not the price.

Croatia's market does not stop at 20 GB, and it is worth checking the bottom of that table before deciding the small plans are the value ones. Airalo's 50 GB over 30 days at $35 is $0.70 a gigabyte, verified on its own site on 13 August 2026, against $4.00 a gigabyte on the 1 GB tier. If you are here for two weeks and use your phone properly, the big plan is the cheaper one per unit even though the headline number is larger.

For a four-night trip to the old town, 3 GB is plenty and the arithmetic barely matters.

A Dubrovnik-specific reason not to wait

Cruise days are the thing that actually degrades service in Dubrovnik, and they degrade it inside the walled town rather than at the airport. Thousands of passengers arriving into a compact old town at the same hour congests the local masts, and no plan bought at DBV fixes a congestion problem in the town centre. What we do not hold

We have no opening hours for either counter, no note of where in arrivals they sit, and nothing on what the operators' tourist packages actually include. If your flight lands late, do not assume a counter is staffed.
