The stone walls are not the problem

The obvious worry about Dubrovnik is wrong. A walled medieval core with narrow lanes and thick limestone sounds like a signal trap, and it is not one — connectivity inside the walls is good. The cable car up to Srđ hill (412 m) holds signal for the whole ride and at the summit, so the viewpoint everybody photographs is not a dead spot either.

If all you wanted to know was whether your phone works in the old town, it does, and you can stop here. What actually catches people out in Dubrovnik is timing.

The cruise-ship hours

On peak days in July and August, cruise arrivals unload 5,000-plus passengers into the Old Port at more or less the same moment. They walk into a compact walled town and all reach for the same things — maps, restaurant bookings, ticket QR codes — inside the same hour. Network congestion during those windows becomes severe.

No plan fixes this. Congestion is a mast problem, not a plan problem, and buying more gigabytes or a more expensive provider does nothing about the number of handsets standing on the same street. The fix is scheduling: get your day's data onto the phone before 9am. Offline maps, whatever bookings you are holding, and your attraction tickets, downloaded at breakfast rather than loaded at the gate.

Outside the cruise window — early morning, evening, or anytime from October to April — none of this applies.

Buying here versus buying before you fly

If your home SIM is from an EU or EEA country, buy nothing. Croatia is in the EU and you roam at your domestic rates. This is the correct answer for most visitors to Dubrovnik and it costs nothing to act on.

For everyone else, a Croatian local SIM runs about $11 at an airport counter, and registration needs a passport or ID — that rule is national, not local, so there is no Dubrovnik workaround for arriving without documents. A1 Hrvatska and Telemach are the two carriers we hold local-SIM information for. We do not hold anything Dubrovnik-specific about which shops stock what or when they open, so we are not going to guess; the Croatia hub has the national picture.

An eSIM installed at home sidesteps the queue and the ID step entirely, and starts below the price of the local SIM.

What the plans cost

Croatia does not stop at 20 GB, which matters because the biggest plan is also the cheapest per gigabyte. Airalo's 50 GB over 30 days at $35 works out at $0.70 a gigabyte — half the rate of the 20 GB tier and a fifth of the 1 GB one. If you are here for a fortnight and use data properly, it is the better buy even though the headline number is larger.

Unlimited plans exist too: Airalo sells unlimited for 7 days at $25 and Holafly for 5 days at $19, the second of those indicative rather than verified. For a short city break with heavy photo uploading they are defensible. For a normal week of maps and messaging they are not.

On networks, we are short of information and will say so. Airalo does not publish which Croatian carrier its plans roam onto — the "Cronet" name on its checkout page is Airalo's own product label, not an operator. Saily and Nomad publish no host network either. Holafly names nothing either — the HT, A1 and Telemach trio this page used to credit to it came from our own data rather than from Holafly. Do not choose between them on network grounds; in Dubrovnik, on a cruise-heavy afternoon, all of them are queuing for the same capacity anyway.
