Getting online in Cebu, and the two days it gets hard

The city is not the problem

Cebu is the Philippines' second city and signal in it is good. IT Park, Ayala Center, Colon Street and the port area all have strong coverage, which between them cover almost everywhere a visitor spends time — including the pier, where you will be checking ferry departures.

Grab works well across Cebu City, so ordinary app-based travel is straightforward. If your trip stays inside the city, there is nothing here that a normal Philippines plan does not handle, and you can skip to the prices.

The two things worth planning around are both about leaving: the water, and one week in January.

Ferries lose signal mid-crossing

Cebu is the hub for Visayas island-hopping, and most visitors use it as a base for at least one boat trip — Bohol for the Chocolate Hills, Oslob for whale shark watching, Camiguin further out.

The Cebu-to-Bohol crossing has signal gaps mid-sea. This is not a long outage, but it lands at exactly the wrong moment: you are between two places, often trying to confirm a transfer or read a booking at the far end.

The fix is dull and it works. Download Google Maps offline for Bohol before you board, not after. Do the same with any confirmation you will need on arrival. Once you are on the far shore, coverage returns.

Sinulog is a congestion problem, not a coverage problem

Sinulog falls on the third Sunday of January and is one of Asia's largest festivals — over a million people in downtown Cebu. During the street parade, network congestion is extreme.

Worth being precise about what that means, because it changes what you should do. Congestion is not weak coverage. The towers are there and working; there are simply far more handsets than capacity. No eSIM, no plan size and no provider fixes it, because every network in the area is under the same load. Paying more buys you nothing on parade day.

What does help is preparation. Pre-download everything you need for the day: maps of the parade route, your accommodation address, meeting points, anything you would otherwise look up. Agree a physical meeting point with anyone you are with, because messages may not move. Treat parade hours as offline hours and you will have a better day than the people refreshing a stalled app.

Prices, which are national

There is no Cebu tariff. Every plan below is a Philippines plan. These Airalo prices were read off Airalo's own site on 13 August 2026:

The 50 GB plan is the cheapest data per gigabyte we hold for the Philippines at $0.96/GB — the ladder does not stop at 20 GB, whatever else you may read. Airalo also sells unlimited by duration, verified: $11.50 for three days, $18.50 for five, $27 for a week, $34.50 for ten days, $48 for 15 and $71 for 30.

Saily lists a cheaper entry point, at a verified $3.99 for 1 GB over seven days.

Which network, and buying locally

We cannot tell you which carrier any eSIM will put you on. Airalo does not publish a host network for the Philippines. Saily, Nomad and Holafly publish none either, and the Smart and Globe names our data once carried against eSIMCard's rows came from this site's own text rather than from eSIMCard — so we would not build a ferry-day plan on any of them. Airalo's Philippine product is sold under the name Alpas Mobile, which is a product line rather than a carrier.

A local SIM is about $5 at the airport, from Globe, Smart or DITO, and registration requires a passport or ID. That rule is national. We hold no Cebu-specific shop names or districts for buying one, so we will not invent any.
