Buying a SIM card at Ninoy Aquino International Airport

The counter is cheap, and that is a real argument

A local SIM at a Philippine airport costs around $5. That is the lowest local-SIM price in any country on this site, and it means Manila is one of the few arrival halls where we would not tell you to walk straight past the desk.

Both big networks sell to arriving passengers at Ninoy Aquino: Smart and Globe. Expect roughly 20 minutes of queue at peak, 5 off-peak, and have your passport out — Philippine prepaid lines must be registered to an identity document, and the check is enforced rather than waved through.

One honest gap before you decide: our data holds the price of the local SIM but not the allowance that comes with it. We cannot tell you whether $5 buys 2 GB or 20. That single missing number is the difference between "obviously the right call" and "probably worth it", so treat the counter as a promising option rather than a settled one.

NAIA congestion is the thing that changes the maths

Manila's airport is notoriously congested, and terminal transfers can take 30 minutes or more on their own. Two consequences follow.

If you have a connecting domestic flight to Cebu, Caticlan, Puerto Princesa or anywhere else, the transfer is already eating your margin. Adding a 20-minute SIM queue to that is how people miss flights. Buy before you fly and skip the whole errand.

If Manila is your destination, the moment you clear arrivals you want a ride. A phone that already has data lets you open a ride-hailing app on the spot rather than negotiating with whoever approaches you at the doors. That is the practical case for arriving connected, and it is worth more than the few dollars involved.

We hold no terminal-level detail for NAIA — not which of its terminals the Smart and Globe desks sit in, not their names, not their opening hours. Given how much of Manila's long-haul traffic lands at unsociable hours, do not assume a staffed counter at 2am. We have no evidence either way.

What $5 is competing with

The Philippine ladder does not stop at 20 GB, which is worth saying because several markets we cover do. It runs to a verified 50 GB for $48 — $0.96 a gigabyte, the cheapest rate we hold for the country and roughly a quarter of what the 1 GB starter charges per gigabyte. A month of island-hopping on 50 GB costs less than a fortnight bought in small pieces.

Against $5, though, none of that is cheap. If the counter SIM turns out to carry a decent local bundle, it wins outright on price and the only thing you are buying with an eSIM is your first hour back.

Which network to ask for at the desk

If you do queue, the choice matters more here than in most countries, because this is an archipelago and coverage is a per-island question.

Our country data credits Smart Communications with the widest 5G footprint and strong signal across Boracay, Palawan and Siargao, plus good inter-island coverage. Globe Telecom is strongest in urban Metro Manila and Cebu, with 4G downloads averaging in the 23–36 Mbps range and 5G still expanding.

So: if your trip is Manila and nothing else, either desk will do. If Manila is the first stop before El Nido, Siargao or Boracay — which for most visitors it is — ask for Smart.
