Buying a SIM card at Mactan-Cebu International Airport

This is the one Philippine arrival where the counter makes sense

Two things have to be true before buying a SIM at an airport is a good idea: it has to be cheap, and the queue has to be short. At Mactan-Cebu both are.

A local SIM runs about $5, the lowest local price we hold for any country. The wait at the counter is around 10 minutes at peak and 3 off-peak, half what Manila asks. Both networks sell to arriving passengers — Smart and Globe — so you also get a choice of carrier, which matters here more than it looks.

Bring your passport. Philippine prepaid lines must be registered to an identity document, and the check happens at the desk rather than later. That is the real cost of the transaction: not the money, the form-filling after a long flight.

The one thing we cannot tell you is what $5 buys. Our data records the price of the local SIM but not its data allowance, and that gap is wide enough to change the answer. If it comes with a useful bundle, the counter wins outright at CEB. If it is a starter pack with a token amount of data, it does not.

Ask for the right network, because Cebu splits the answer

Cebu is the gateway to Visayas island-hopping, and that is exactly the trip where the choice of carrier stops being cosmetic.

Our country data puts Globe Telecom at its strongest in urban Metro Manila and Cebu, with average 4G downloads in the 23–36 Mbps range. It credits Smart Communications with the widest 5G footprint, good inter-island coverage, and strong signal across Boracay, Palawan and Siargao.

So the honest advice depends on where you are going after the terminal. If Cebu City and Mactan are the trip, Globe is well placed. If you are here to get on boats — Bohol, Siquijor, the rest of the Visayas, or an onward hop to Siargao — Smart's inter-island coverage is what our data supports, and it is the network we would ask for.

That decision is available to you at the desk and effectively is not with a travel eSIM, which is the strongest argument for the counter at this particular airport.

What we do not hold for CEB

No terminal-level detail. We cannot tell you which terminal the Smart and Globe desks sit in, what they are called, or what hours they keep. Cebu takes a lot of early-morning and late-night traffic; we have no evidence about whether the counters cover it, so do not plan an arrival on the assumption that they do.

Airport wifi is normally available in the terminal, which is enough to check a ferry timetable or message a driver while you weigh it up.

The Philippine ladder runs a long way up: a verified 50 GB for $48 works out at $0.96 a gigabyte, the cheapest rate we hold for the country and a quarter of the 1 GB starter's rate per gigabyte. If you are here for a month, buy at the top of that ladder rather than the bottom.

Even so, none of it undercuts $5 on price alone. What an eSIM buys you at Cebu is arriving with the ferry schedules already loading and a ride already booked, instead of ten minutes at a desk and a registration form. On a tight connection to an island flight that is worth paying for. On a relaxed arrival with a week ahead of you, the counter is fine.
