Belgrade: the one Balkan capital your EU plan does not cover

Start with the border, not the city

Serbia is outside the EU and the EEA. Roam-like-at-home does not apply, so an EU contract that costs you nothing in Budapest or Zagreb will bill you at out-of-bundle rates the moment you cross into Serbia. That single fact makes Belgrade different from every other capital in this part of Europe, and it is the reason most visitors here should buy something rather than nothing.

It cuts both ways on a Balkans route. A Serbia-only plan gives you nothing in Hungary, Croatia or Bulgaria, and a Europe regional plan may or may not include Serbia — check the country list before you assume it does, because plenty of "Europe" bundles are EU bundles.

Coverage, including on the water

Belgrade itself is well connected. Kalemegdan Fortress, the city's defining landmark, has excellent signal on the ramparts and throughout the park. Skadarlija, the bohemian quarter, is fine. The street art circuit around Republic Square and the Savamala arts district is well covered.

The one real quirk is the nightlife, which is the thing Belgrade is best known for. The floating river clubs — the splavovi — sit on the Sava and the Danube and run year-round, with enormous crowds on summer nights. Signal is good on the riverbank and variable out on the water. That is worth knowing before you rely on your phone to call a car at 4am from a barge in the middle of a river: order it while you are still on the bank.

Bolt is the dominant rideshare here, and the GSP Belgrade app covers the public buses. Both want a live connection at the moment you need them.

One seasonal note: EXIT Festival takes place in Novi Sad, about two hours away, in July. Large numbers of festival-goers transit through Belgrade around it, which creates a brief but significant spike in demand on the city's networks.

Prices, and a correction

An earlier version of this page told readers Serbian data bottomed out around $2.00 a gigabyte. That was wrong, and it came from generated text rather than from the market. The real floor we hold is $0.70. Airalo's rows below were read from its own site on 13 August 2026 and Nomad's from its own on 18 August; only the Saily row is an unconfirmed figure.

Two things stand out. First, this page used to say the spread between providers here was unusually wide, with Nomad's rows more than double Airalo's at matching sizes. Those Nomad figures had never been checked and they were wrong. Read at source, Nomad undercuts Airalo at every size, and the 10 GB row above has been corrected accordingly. Second, the cheapest rate is at the top: Nomad's 50 GB at $35 is $0.70 a gigabyte and Airalo's at $49 is $0.98, against $2.00 for the 5 GB week. Serbia is not the $2-a-gigabyte market this site once described.

For a long weekend of clubs, maps and ride-hailing, 5 to 10 GB is the sensible range. Airalo's unlimited plans are on the expensive side here — $18.50 for three days, $27.50 for five — and Holafly lists an indicative unlimited five-day at $19, which is worth comparing if you want one.

Buying a local SIM

Serbia requires a passport or ID to register a prepaid SIM, so expect a counter and a short form rather than a kiosk purchase. Telekom Srbija, Yettel Serbia and A1 Serbia are the three operators. Our figure for a SIM bought at the airport is around $14, higher than the neighbouring EU markets, and we do not hold the data allowance that comes with it.

On networks, we hold less than it might look like. Airalo publishes no host network for Serbia — "Serbia Mobile" is the name on its checkout page, a product rather than an operator. The listings our data carries for the other providers came from older generated text and nobody has confirmed them, so do not choose a plan on that basis.
